The fuel filter is a maintenance item that Ford suggests be replaced at 40,000 kilometer (25,000 mile) intervals. I change the filter at 2 year intervals. The procedures depend upon emptying the fuel system of pressure and releasing fittings from the fuel lines to the filter that are generally different for different model years. There is almost certain to be some fuel spillage, so exercise caution around hot exhausts and lighting sources and any type of ignition source. You will need some 3/8" vacuum line stoppers to contain fuel in the filter. If you leave your car overnight, the fuel system will not be under pressure and is the way I like to do the job.
 
When I replaced the fuel filters in our 07 Town Car & 08 MGM, I cut open the housings for inspection. I've found the quality of the gasoline to be much improved in the last decade or so. Now I've found the insides to be very clean. However, we do some long trips as I always have a spare filter with me as you never know when or where you might pick up some dirty fuel. Changing the fuel filter is very easy once you've experienced the correct way to do it.
